About The EDPUBMA Managing Director

Engr. Osakue coordinated the flawless commissioning and startup of the first deep burial oil pipelines in Shell Nigeria with an artificial canal (the SOKU – EKULAMA – SAN BARTH Pipelines). 

Austin holds a Bachelor’s degree in Production Engineering (First Class Honours) and a Master’s degree in Industrial Engineering from the University of Benin. He was a University of Benin Scholar for many academic sessions. He is currently rounding off his Doctor of Philosophy (PhD) Program in Industrial Engineering from the University of Benin.

Austin is married to his beautiful wife Mrs. Amenze Osakue and they both have four lovely kids – Osazemen, Osasere, Osamudiamen and Osayamen.

Engr. Austin Osaretin Osakue is currently the Managing Director of Edo State Public Building and Maintenance Agency. His main responsibilities include design, construction, procurement, maintenance, and management of all Edo State public buildings and facilities within and outside Edo State.

Engr. Osakue has over 24 years of vast international experience in the Oil and Gas Technical Industry having worked in Shell Nigeria, Brunei and AGIP KCO Kazakhstan on secondment from Shell International for the Kashagan Oil and Gas Project Development, one of the world highest Oil & Gas reserves as at then. 

Engr. Osakue is a member of many professional bodies including Member Council of Registered Engineers of Nigeria (COREN), Member Nigerian Society of Engineers (MNSE) among others.

Objectives of the EDPUBMA

·To provide for the effective preservation and maintenance of all Public Buildings owned or controlled by the State Government.

·To provide an efficient and sustainable Management and Maintenance framework for all Public Buildings

·To ensure coordination in the use of all Public Buildings within the service delivery objectives of the State Government

·Ensuring proper monitoring and accountability for capital and recurrent works
.Establishing a system for regular maintenance and renovations.

.Improving health and safety in the working environment.

Functions of The EDPUBMA

·To engage in the Construction, Procurement, Maintenance and Management of all Public Buildings across all Ministries, Departments and Agencies (MDAs) of Government with the exemption of buildings under concession or under a Public Private Partnership Agreement.

· Take an Inventory and Maintain all Government owned Buildings.

·Draw up Master Plan towards their Construction, Management and Maintenance

·Create Performance Benchmarks

.Act as Consultant in conjunction with the various MDA’s in Facility Management, and Maintenance

.Ensure Compliance with relevant statutory provisions
·To Monitor and coordinate outsourced facility management services.

·Maintain an insurance policy for all state-owned public buildings with a reputable insurance company

·Coordinate the performance of outsourcing of management scheduled and unscheduled maintenance works, including but not limited to general cleaning, furniture, painting, etc of all and any other State owned premises.

·Promote Public awareness and publicity campaigns for the purpose of Educating all concerned on the use and management of public infrastructure and facilities

.Acquire adequate information on all new infrastructure projects in the state.

.Any other function that may be necessary for the attainment of the objectives of the Law.
